Vitelli gains voice as county boards restructured in home rule counties
In Harrisburg, new laws for home rule counties shift election and registration board appointments to the county council with minority representation. Delaware County Democratic Chairman Fernando A. Vitelli gains input via the minority list. Council plans to appoint a single three member board soon, with one minority seat from three names Vitelli will propose. The change aims to remove conflicts between election and registration laws. Spingler, the current minority on council, may be replaced as his term ends next year.
