Duncan notes DAR was chartered by Congress in 1895 as a historic educational and patriotic organization and says it pays business taxes over 20000 yearly for Constitution Hall. Neuberger says DAR report was political propaganda. Duncan is unsure how to parse that remark. Neuberger is not a DAR member.
