Pennsylvania considers handgun ban measure in General Assembly
A proposed bill in Harrisburg would outlaw possession and sale of handguns with a voluntary retirement window and penalties after January 1 1974. Rep Anthony J Scirica said he would introduce the measure as the House meets on three budget bills and a stopgap plan. The bill, aiming to curb handgun use amid budget constraints, would require owners to surrender guns to the State Department of Revenue for compensation and creates a misdemeanor for possession after the deadline.
