Two County Congressmen Oppose Tax
U S Rep G Robert Watkins and Rep Lawrence Williams oppose a 6 billion tax surcharge bill claiming a 1.4 percent federal spending cut is too small to meaningfully reduce the 1969 budget. They warn the cut will be offset by later appropriations and argue the tax hurts lower and middle income workers amid rising local taxes. Watkins pledges to oppose any tax increase without real spending reform.

Senate Set To Approve Tax Bill Amid Broad Welfare Edits
The Senate prepares to pass a tax bill while the House Appropriations Committee trims 300 million from Johnson antipoverty programs and 200 million from K-12 education. The measure imposes a 1,366,000 federal employee cap by June 1966 and requires filling one of every four vacancies. It also seeks an $8 billion rescission of unused appropriations, extends tax rates on telephones and autos to 1970 and 1973, speeds corporate tax payments, ends a large industrial development bond exemption, and extends Medicare protections for welfare recipients to 1970 while allowing unemployed fathers to receive both unemployment and AFDC simultaneously. It calls for President to propose comprehensive tax reform by year-end.
