Carter promises falter as women and minorities lag

White House figures show 76 percent of the 265 top Carter administration jobs are held by white males. Women hold 14 percent and Blacks 9 percent, Hispanics 4 percent. no American Indian in top posts. Only Juanita Kreps and Patricia Harris in Cabinet, Margaret Midget Cos tanza in White House ranks. Energy tax package in shambles after House votes

Washington AP reports Carter energy tax plan fractured by Ways and Means votes. Standby gasoline tax, rebates for fuel efficient cars, and a higher tax on poor mileage vehicles were all rejected, while a milder delaying tweak replaced the tax. A crude oil tax remains under consideration.

Fireman killed and four hurt in Pa. truck crash

In Galeton Tioga County one Crazy Hose Company fire truck carrying five men failed brakes and ran a stop sign, going over a 400 foot embankment. Joel Swesey 26 of Westfield died at the scene. Harold Jordan 30 Gary Bisel 29 and William Ruef 42 hospitalized for observation. James Bliss 28 in serious condition with a fractured skull. All were volunteers. The truck landed on its roof in a stream. Lottery notices from PA NJ and Delaware follow.

Reagan Targets Carter in New York and Washington Speechs
