In Harrisburg a bill by Rep Ralph Garzia to ban residency laws for teachers sits on Gov Milton Shapp's desk. Shapp may veto, after earlier sendback of the wrong version and a 137 60 House vote to concur in Senate amendments. The measure aims to equalize taxes for districts spanning multiple municipalities.
