Postal rates approval reshapes first and second class mail

The Postal Rate Commission approves about 15 billion dollars in rate increases, locking in 8 cent letters and 11 cent air mail unless the Postal Service Board of Governors rejects the plan. Critics say the change saves publishers and large mailers, while the Board is expected to act within 30 days. The move shifts rate setting away from Congress under the 1970 act to the commission.
