Delays Cost City 26000 In Urban Renewal Credits

Chester officials said delays in federal approval for the Smedley Urban Renewal project cost the city about 26000 in non cash credits already spent on planning and preliminary work. The URA review in Washington may take weeks, while the city’s share totals around 916666 in project funding with most credits non cash. Plans include 300 new homes and 100 apartments in the Smedley area bounded by Upland line Walnut and 18th Streets, with four toilets lights and 700 trees planned. The project faces civil rights criticism as agents aim to prevent displacement of residents.
