Taxpayer Seeks Bond Postings Over District Budget Ruling
Swarthmore resident Stuart Bowie asks Delaware County Court to require Wallingford Swarthmore School District to post bonds totaling 3.8 million dollars. He says the district misclassified fringe benefits within the 1990 1991 22.3 million budget, violating the Public School Code. The district disputes the claim, arguing benefits were properly budgeted. Judge Bradley froze the district pending appeal, which Bowie predicts will be upheld and could span years.
