Chester City adopts deadly force policy for police
Chester police now have clear guidelines on when deadly force may be used, with officers required to exhaust nonlethal options first. The policy, mirroring a Philadelphia directive from 1980, allows deadly force only if no other alternative exists and the fleeing suspect has or will use a deadly weapon, with definitions covering crimes from murder to burglary.
