County appoints Whittlesey aide for court study
Richard Betres, 50, Chester County resident, will be paid up to 13000 to study personnel organization in the Clerk of Courts and Prothonotary offices under the new Office of Judicial S. The appointment, approved unanimously by the county council, is criticized by some Democrats as political influence tied to Faith Ryan Whittlesey and her 1978 lieutenant governor campaign. Betres’ hiring follows prior work on the Recorder of Deeds office efficiency, with council members split on whether the move was political or routine administrative reform.
