Voters on Saturday consider Proposition 20 a loan fund plan to help Texas military installations remain viable amid expected base closings. Supporters say the program protects the state’s main economic sector, with Proposition 1 covering nursing homes for veterans managed by the Veterans Land Board.
Gulf States Protective Coatings Inc of La Porte Texas finished a tank rehabilitation and repainting project on two elevated water storage tanks in Del Rio Texas off Agarita Street. City Engineer Alejandro Garcia said aging tanks without paint for 20 years spurred the work. Gulf States bid 474050 as the low bid in 2002 with construction delayed by rain and winds and shrouds used to trap paint chips during removal.
Superintendent Bobby Fernandez says the new Del Rio Middle School will open for 1,700 seventh and eighth graders in January for the 2003-2004 school year. Delays from rock in the soil and weather pushed timelines, but the project remains on schedule with a $17 million cost and a $70,000 scope change covered by a contingency fund.
Master Sgt. Franklin Brown welcomed Bush’s call for a multination force and the $87 billion sought for Iraq and Afghanistan but lamented the lack of a timeline for troop completion. Bartender Austin Swint criticized the funding as too costly, arguing the U.S. should not be the world’s police and that money diverts from education and domestic needs.
