The city announces Stage 1 of its Water Conservation Plan and Drought Contingency. Residents are urged to voluntarily limit outdoor watering and irrigate between 7 p.m. and 10 a.m. using efficient methods. A daily schedule assigns watering days by street address last digit from Monday to Friday, with no watering on weekends.
Stephen Luna Jr. twenty, of 1221 Taini Street, was jailed on a first degree felony aggravated assault with a deadly weapon family violence after a Oct 9 incident at 506 East Rodriguez Street. Police say a woman identified Luna as the attacker and reported the head strike with a flashlight during an argument. The arrest details appeared in a Del Rio Police Department report released recently.
Del Rio City Council unanimously approves Bullard as interim chief of the Del Rio Police Department after he was appointed Oct. 6 following the dismissal of chief James Von Debrow III. Debrow had served as chief from late 2012. One member left before the vote.

A federal appeals court temporarily reinstated Texas photo ID rules for the November election, ruling it too late to block. The ruling preserves a Republican backed ID measure amid ongoing appeals and possible Supreme Court review.
A second hospital worker who cared for the first U S Ebola patient in Dallas has tested positive. Authorities will not disclose the worker’s role or exact duties. The CDC calls the development a serious concern and notes lapses beyond single PPE misuse. Duncan died October 8 after arriving from Liberia.
