Commissioner John Cody explained the May 8 decision to halve the all‑volunteer reserve deputy constable force in Del Rio. Police found 84-year-old Albert Leroy Curly Evans dead at his residence on Greenway after neighbors reported he had not been seen for days. Evans, who strangled his wife Merle in 1999, had been sentenced to five years in prison with probation. The death is being treated as a homicide pending autopsy results.
