Attorney General says flood insurance muffed. County officials here failed to act as weather in Del Rio and vicinity remains hot and fair. Southeast winds 8 to 15 mph. Tonight near 70, Tuesday mid 90s. Amistad and Dam readings rise slightly with water storage up. Downstream flow shows 1070 cfs this morning, 1020 cfs Saturday.
The Del Rio City Council calls a special session with the Citizens Advisory Committee at 7 30 p m in the Municipal Building Council Chambers. Mayor Alfredo Gutierrez Jr and City Manager James A Hester chair to hear proposals for projects in the upcoming Manpower Program with citizen input emphasized.

Veterinary officials report two screwworm maggots taken from a leg wound south of Comatock in Val Verde County. Dr M E Meadows Jr of USDA Screwworm Eradication Program notes the case marks the first in Val Verde this year, with prior Brewster County case on June 9. A toll free line 800-292-5816 is provided for livestock owners to report samples for lab ID and treatment guidance.
The U.S. Senate approved 2 million dollars to launch the Southwest Border Commission to coordinate federal state and local efforts on border issues in Texas New Mexico Arizona and California. Del Rio native Cristobal Aldrete was nominated by President Carter as federal co chairman with four governors rotating other co chair roles. Governor Jerry Apodaca called the move good news for New Mexico and Grace Olivares was cited as a guiding force in forming the commission. The panel aims to plan activities addressing illegal immigration drug traffic and industrial growth and could influence future border region development.
Val Verde County Commissioners reject continuing the Title VI Manpower Program unless 15 months could be kept. Dispute centers on nearly 250000 in Manpower funds and staffing, with calls to shift some work to hospital staff and county projects.
