Stocks edged higher as airline issues led the advance. The Dow Jones industrial average rose .69 to 1,864.95 by 11 a.m. on Wall Street while gainers led losers 4 3 to 2 among NYSE listed issues.

Lawmakers approved a program requiring 132 counties without public hospitals to cover medical costs for residents below federal poverty but not Medicaid. Counties face up to 30,000 dollars per person or 40 days of care, with estimates of 70,000 eligible statewide. urban counties led the push after public hospitals served neighboring areas. County judges Bastrop and Cameron note potential tax impacts up to 200,000 and 400,000 dollars respectively as plans proceed. Bryan Sperry, head of the Indigent Health Care Project, coordinates county readiness nationwide.

A man was arrested this morning on charges of driving while intoxicated. His bond was set at 500 dollars by Justice of the Peace Fred Brockwell.

Mrs Jean C Clayton aged 92 dies in Detroit nursing home with Roy Clayton Jr and three Detroit daughters among survivors including six grandchildren and 14 great grandchildren. Funeral rites held in Detroit with Peters Funeral Home arrangements. Glafiro Gloria Jr died at Val Verde Memorial Hospital and will be buried at Oak Lawn Memorial Park with San Felipe Del Rio Honor Guard honors. Rosary tonight at 7:30 in the funeral home chapel. Gloria born Del Rio November 7, 1930. Survivors include Rosita Gloria wife, Eloy and Jerry Gloria, mother Refugia Gloria, brother Gregorio Gloria, sisters Edna Hinkley Lucinda Schaerer Lupe Noyola and two grandchildren.

Robert Kiniski an employee of the public school district reported a burglary noting a snow cone machine valued at 150 dollars was taken from Memorial School located at 2003 N. Main St between 3 p.m. Wednesday and 10 30 a.m. Monday.
Goodman said Mexican immigration officials arrested 18 individuals aged 20 to 30 at Hotel Sabinas in Sabinas. They were transported to Piedras Negras for interrogation and processing after a conference on terrorism with Del Rio and Mexican authorities. Sunday notification to Mexican intelligence followed.
