A 22-year-old Del Rio man remained jailed in lieu of $25,000 bond after a Saturday arrest on charges he beat his 17 month old son Emmanuel. Police say the infant suffered head injuries in the incident and was taken to a hospital for examination. No hospital admission details were released.
Will, an art teacher for four years, earned a degree from Sul Ross State University after starting at Odessa College. He left commercial art for education and now does commissioned portraits and murals, including work at Cripple Creek Saloon and the Chicken Ranch.
The Governor’s Task Force on Immigration urges Congress to route funds to states strained by arrivals. It backs reimbursements for public health aid to aliens applying for legal status and up to 300 dollars per pupil in federal grants for schools educating legalized aliens. The final report was sent to Gov. White as immigration reform bills were debated in Congress.
Pemex says it will lift refining capacity to at least 2 million barrels per day during the 1980s from about 1.3 million now, with a 100,000 bpd boost from Poza Rica and Salamanca as daily output aims for 1.4 million by year end. Mexican government plans reflect expansion of refining capability across its plants.

A 3.85 mile zone south of town includes Val Verde Winery and Moody Foundation land now owned by the Del Rio Community Foundation. A southwest 1.77 mile tract shows limited development to date.
Del Rio Border Patrol officials warn that granting amnesty across the board without case-by-case review risks major future changes. They caution that open field search warrants under proposed bills would force agents to seek warrants in distant cities, hindering enforcement and allowing potential crossings to go unaddressed. City leaders debate the timing and impact of amnesty and employer sanctions on Del Rio and larger cities.
President Reagan inaugurates the 1984 International Games for the Disabled in Uniondale New York praising athletes with disabilities for courage and willpower. About 1800 athletes from 44 countries attend as the Soviet and Cuban Olympic boycotts affect participation.
The National Weather Service forecasts cloudy to partly cloudy skies through Tuesday for Del Rio with highs in the upper 90s and a low around the low 70s. Southeast winds 10 to 15 mph. record highs for the date are 105 and 57 as historical limits. Amistad Dam notes river elevation at 1096.47 feet, water depth 196.47 feet, storage 2,217,805 acre feet, surface 48,709 acres, flow 1,900 cfs.
