Del Rio and vicinity expect partly cloudy skies with hot days and warm nights through Friday. Tonight's low mid 70s with Friday's high in the upper 80s and southeast winds 10 to 20 mph gusty. Northern portions may see light thundershowers this afternoon and tonight, with highs near 90 to 102 and lows 64 to 78 in the northwest to southeast.
Eagle Pass Texas is named the top Model City as it wins a third year contract for concentrated, coordinated attack on social economic and physical problems. The city will receive a 1.776 million grant and reports 8 million in federal aid over three years with 5.4 million from Model Cities tied to the project.

President Nixon announced a broad US export list to China ending a 21 year embargo. The general license allows many American made autos, farm and industrial goods, textiles, appliances, and more without separate approvals. Imports from China will also enter under a general license with future controls kept for national security.
The Centralia area derailment of the New Orleans passenger train near Tonti 13 miles northeast of Centralia prompted officials to report many injuries. Meanwhile Gov. Preston Smith signaled he may not seek Texas delegation leadership at the forthcoming Democratic National Convention. Health officials in San Antonio reported another diphtheria death and rising immunization efforts as a 30 year old became the latest case in an outbreak that has 17 confirmed cases and 250000 people needing shots.
M Seti Higdon, a 41 year old career sergeant with 24 years service, was convicted today of accepting kickbacks and theft while running Army clubs in Vietnam. He stole about 7200 in cigarette promotion funds and pocketed over 25000 in kickbacks during his 1968 tenure at Long Binh near Saigon. Evidence showed payments routed through Higdon to Georg Schell, with checks deposited to Maredem Ltd.
James Little named successor to retiree Shreves Goodwin as National Weather Service officer in Del Rio. Mahar announced Little, a 24 year weather veteran and former Navy member, will assume duties in July after arriving from Wichita Kansas. Goodwin will retire and reside in Center Point.
John Henry Moulton 20 and Everette Arthur Phillips Jr. 20 are moved from Kinney County Jail to Val Verde County Jail under maximum precautions after a daylight escape. They are charged with murder in Deputy Garcia’s death and will be kept separate with restricted contact. Jesus Sandoval also transferred for safety. Judge Seargeant said Kinney County Jail will not be used until a better facility is available.
Brownsville authorities impose water rationing due to Rio Grande low levels. Public Utilities Board manager Kenneth Morgan urges residents to skip lawn and plant watering while confirming drinking and bathing remain supplied. Water sources shift to resacas as river suction lines run above the river. Restrictions expected to last about two days with Falcon Reservoir releases anticipated.
AP reports in Escalon Mexico that 13 bodies including 12 men and a woman were found in a vacant lot beside a movie theater. El Heraldo says the remains are believed old from the Mexican revolutionary era. Police say the corpses were buried in the early 1900s near an old Yaqui fort and several victims were shot in the head.
The funeral for Ignacio Pena Garcia 75 of Brackettville will be held Friday with graveside rites. The Rosary is tonight at 8 from the family home. He was born July 31, 1895 in San Antonio and served in World War I from 1917 to 1919. survivors include his widow, Ofelia Garcia, two daughters and a son all of Brackettville.
