Salinas retried as Court upholds most convictions
The 5th U S Circuit reversed misapplication of funds convictions but left others intact. Salinas, free on bond, faces a five year term and a 10000 fine on the upheld counts. Woodul and Sanchez testified to aid in avoiding further prosecution under an agreement. Nance, bank executive, testified loans of 60000 to Woodul and Sanchez were for Salinas and converted to cashiers checks deposited in a Mexican bank to break the trail. Sanchez and Woodul said the loans funded Salinas for Citizens State Bank stock held by a San Antonio bank. Prosecutors continue retrying Salinas.

Clinic hearing set on certificate of need for Buena Salud
The Texas Health Facilities Commission will rule Friday at 9 30 a.m. on a certificate of need for Buena Salud Health Systems Inc to establish an outpatient clinic at 910 S Main St Del Rio serving Del Rio and Val Verde County. Funding was approved in February by HEW Rural Health Initiative to replace migrant services terminated April 30.

College expands SWTJC center in Del Rio with new facility
Del Rio residents will complete bachelor degree requirements locally with a new SWTJC Sul Ross facility at 207 Wildcat Drive. A 95 000 to 98 000 dollar project will house administrative offices and science labs while most classes remain at Del Rio High School and Laughlin AFB. The expansion serves 625 spring 1980 students and 260 in summer, with SWTJC planning 62 classes and 55 instructors in fall.
