Court denies Koogs Brady Law challenge

U S District Judge Ed Prado ruled Sheriff J R Koog of Val Verde County lacks standing to challenge the Brady Handgun Violence Prevention Act The ruling finds the Brady Act does not impose criminal duties on chief law enforcement officers and that the law’s applicability to such officials remains unclear The judge noted Congress has not stated clearly that the criminal provisions apply to chief law enforcement officers and criticized Koog’s claims as speculative.

Del Rio Low in Ad Valorem Tax Burden Among Texas Cities

A Texas Research League survey ranks Del Rio 268th out of 322 cities for total property tax burden in 1992-93, with the city at 2.2906 percent of market value. The study covers local taxes including city, school district, county, and hospital district levies and notes rapid tax growth since 1982.

School panel adopts early retirement plan

The public school board approved an Early Retirement Incentive Plan by a 5-1 vote at Tuesday's meeting. Members Ramiro V. Ramon Jesse Fernandez Jr. Joel C. Ramos Dan Cruz and Tom Sutherland voted yes, Modesta Berg voted no, Rev. Dr. Lonnie Green was absent. The plan applies to district employees under contract on July 1 1993 with termination by January 31 1995. Some retirees questioned retroactivity and eligibility.

Zoning panel bans most student transfers in district

The planning committee met at the Ramada and decided no transfers would be allowed except medical, with transportation provided by parents. Garfield Elementary faces crowding relief by extending East Side boundary to 125 students, while North Heights can absorb students from 15th to Avenue A areas. Buena Vista will serve those in Holt addition and 500 block areas. Chavira and Calderon elements see rezoning proposals for Chapoy East Rodriguez Bean streets.
