US Department of Agriculture analysts maintain their 1991 food price forecast despite a pre Christmas freeze that damaged California fruit and vegetables. Ralph Parlett Jr. cautions it is early to gauge full impact, but expects fruit and vegetable prices to rise slightly more than previously predicted while overall prices climb 2 to 5 percent.
A new eight month study by the National Drug Policy Control Office reports faster federal aid to state and local drug programs since 1987 with total funding reaching 1.4 billion in 1991. It notes reduced grant processing times, yet acknowledges 12 to 18 month delays from requests to funding and urges keeping states in the aid equation. John P. Walters comments that the federal state local partnership is working.

The Joint Economic Committee chairman says the U S economy is in recession with unemployment possibly rising to 8 percent. Indiana Rep. Lee Hamilton cites 600000 lost presubemployment jobs over the past year and notes oil prices and war risks could worsen the downturn while deficit reduction steps show promise.
