Two men died when a light aircraft collided midair near Vanney Cook ranch just east of Texas Highway 131. Pilot Mark Ralston 28 of Dallas and Victor Rodriguez 22 of Uvalde died after their Cessna 172s collided while a second plane landed safely on the highway. Hyde 32 of San Antonio landed and alerted authorities. Border Patrol directed crews to the scene. The planes were leased by the USDA for screwworm eradication work and were en route to drop sterile flies near Del Rio. An investigation by USDA officials and Texas law enforcement followed.
Verdesia Memorial Hospital's plan to expand its clinical laboratory won approval from the Mid Rio Grande Development Council A-95 Committee, a step toward a certificate of need from the Texas Health Facilities Commission. A January 18 decision from the commission is expected, with funding of 132 000 from the Economic Development Administration toward a 389 000 project. The committee also endorsed four elderly meal program renovations in Dimmit, Eagle Pass, Rocksprings and Uvalde. It unanimously approved a new 14 490 van for Zavala County Elderly Program, to be funded by state transit authorities. The committee deferred a Texas Institute for Educational Development grant due to duplication and budget issues, and tabled a community services proposal for Dimmit La Salle and Counties. Withdrawals included two U.S. Labor aid requests from the Texas Migrant Council and Zavala County Economic Development portion.
H W Pete Monzingo of Del Rio was appointed to the Texas State Technical Institute board of regents by Gov Dolph Briscoe. The no salary post runs to Aug 31 1983. Monzingo, Del Rio International Bridge manager, fills the seat vacated by Lance Sears.
