New York AP report shows the Dow Jones industrial average edging up to 1,918.59 in the first half hour. Losers held a narrow edge over gainers on the NYSE with 508 up, 529 down, and 506 unchanged as volume reached about 20.37 million shares by 10 am. Ponderosa System rose 34 to 28 percent.

The Public Utility Commission approved a $34.4 million fuel rate refund by Central Power & Light Co. Most customers will receive January bill credits, residential credits about 20 to 40 dollars, while seasonal users get checks. New lower temporary fuel rates were also approved, anticipated to cut costs by $36.1 million next year.
San Felipe Del Rio Consolidated Independent School District will run a state mandated bus driver training series beginning January 7. The eight hour refresher and the 20 hour certification cover safety, loading and unloading, emergency procedures, and exceptional child considerations with sessions through February 21 at Rio High School. The agenda includes call to order roll call a joint public discussion on groundwater contamination risks in Southeast Val Verde County led by Brad Cross, and a resolution to appoint a soil testing firm for the International Bridge project.
