Water board reduces size of regional planning area
The Texas Water Development Board lowers the regional planning area that would include Val Verde County to four counties Val Verde Edwards Kinney and Real. The move follows a Oct 22 Del Rio public meeting where 13 counties voiced concerns about area scope and size under Senate Bill 1. Regional groups must file five year regional water plans with the TWDB starting in 2000.

Kinney County Judge acquitted in rail theft case
Bracketville Kinney County Judge Tommy Seargeant was acquitted on an instructed verdict after the 63rd District Court found the state failed to prove guilt. The case centered on an alleged Sept 15 1996 theft of guard rails from the Kinney County Transportation Department used in a Spofford cattle holding pen.

Three Mexican citizens Rodolfo Tijerina Garcia Arnoldo Martinez and Arnulfo Vallejo were convicted in state district court and ordered deported after pleading guilty to burglary and marijuana charges Vallejo 19 of Ciudad Acuna pleaded guilty to possession of 46 pounds of marijuana in a truck the drugs found in a tank Vallejo was sentenced to two years in prison probated three years Martinez and Tijerina Garcia both 19 from Monclova Coahuila pled guilty to burglary and received three years imprisonment with probation for five years Other defendants received probation time served or bond reductions and the court postponed an aggravated sexual assault case pending further action More than 200 residents were summoned to court but dismissed until next Monday
