A news agency reports a modified cease-fire across Vietnam from 6 p.m. December 24 for 24 hours. Spokesmen say the truce honors both Christmas and New Year as both sides may observe the halt. Details on Viet Cong and North Vietnamese participation were not provided.
Community notes show the Fleetwood School Quarterback Club meeting at 7 30 tonight in Moody Cafeteria. An American Legion gathering is announced for 7 30 p m December 13 in Del Rio Police Station classroom. Billy Black is named as son of Mrs J T Black of Del Rio. Leroy Maes of Fort Worth visited Saturday. WICS will hold a monthly session at 8 p m at the WICS office 120 E Avenue inviting women to service.
Wing Commander William Goade announced Laughlin AFB will construct 100 new housing units at the Rio facility. The project, projected to take about one year, will create 15 to 20 local jobs and boost base expenditures.
Congressman C C Fisher spoke in Del Rio about administration changes and a Nixon unity approach. He praised bipartisan cooperation, predicted a new cabinet but similar Congress, and urged reform of wasteful domestic programs as he toured local ceremonies and planned stops in San Angelo.
Amistad Dam had impounded 146.77 feet of water this morning, up 32 feet since Saturday. Water storage reached 723,249 acre feet, an increase of 5,753 acre feet, with the rise attributed to ongoing inflows and storage conditions.

President Nixon announced Kissinger as a White House security staffer in a key policy post. Nixon described the appointment as the first of its kind and said Kissinger will reorganize the National Security Council and state his own views on substantive issues. He avoided labeling Kissinger as hard or soft liner. Earlier meetings with Kissinger preceded a nine day Middle East tour.
A report from Washington notes the president elect may spare some aides from dismissals as he reorganizes the incoming administration. Richard Oliver is cited as a key figure in parceling out new assignments and weighing potential personnel changes.
