Madame Chiang Kai-shek arrives in Washington seeking U S backing for the Nationalist government. The reception features prominent officials including George C. Maraba and Wellington Koo amid talks on relief and support.
November brought dry and colder conditions with limited moisture. The period around November 13 and 14 recorded only about a quarter inch of precipitation, well below normal, as experts note continued below average rainfall.

Doyal Summitt elected shalman of the local polio chapter at a recent re organization meeting in the Chamber of Commerce. He succeeds Wallace Je, who led eight years. Gilbert a Cerda elected treasurer and Philip Ricks secretary. A board of directors named. Invitations will go out for the annual festival and clinic on February 45 with bands from Ozona, Lamesa, Sonora, Comstock, Eagle Pass, Brackettville, Uvalde, Carrizo Springs, Crystal City, Pearsall, Cotulla and San Felipe. Del Rio will enter three bands: Junior, Senior and Beginners.
The Vestry of St James Episcopal Church met Wednesday at 6 in the rectory. Aviglass for the new church was approved and heating equipment for the Parish House contracted. A Jubilee dinner plan was set for next Wednesday night with parish women and federated clubs. The finance committee will meet Friday at 7:30 p.m. to finalize dinner arrangements. The new church was reported 4 percent completed.
Del Rio and vicinity expect fair conditions this afternoon with tonight and Thursday turning quite cold. Variable terms noted with cooler trend and possible low temperatures moving in.
The Texas Highway Department planned to take bids on 18 highway construction and maintenance projects estimated at about three million dollars. Low bids on 19 other projects totaled 9,771,805 dollars, including a 1.2 mile Houston expressway from Wayside Drive to Keller Street on U.S. Highway 76.
Frank B Noyes, 65, a pioneer in American journalism and first president of the Associated Press, died in Washington on Wednesday. He helped found the AP and served 38 years as its leader before retiring in 1938. Noyes long guided the Washington Evening Star and remained active in the AP and journalism circles. A memorial service is planned at St John’s Episcopal Church, with private interment. His wife Janet Newbold Noyes and three children and several grandchildren survive. He stressed impartial news and urged a future where reporters could freely publish the truth.
Paris notes the Big Three Western Powers warned they may act to counter Russian measures in Berlin as Soviet pressure intensifies the blockade. Bonn Branguglia proposals for settlement were discussed in the Security Council while Berlin moves toward a separate administration drew Western objections. The note did not specify counter action and offered no details on possible steps.
Elmer Hupp, 49, Buckhannon, West Virginia, died of a heart attack while hunting on opening day. His companions searched for him after he failed to meet rendezvous. Bill Burkley found Hupp nearby beside a six-point buck he had allegedly been stalking.
