The Del Rio City Council plans a second budget workshop tonight at 7 p.m. in the council chamber and will meet Tuesday at 7:30 p.m. to discuss a proposed tax increase and approve a contract with the Texas Department of Health and a joint rate study of Central Power and Light's recent rise.
Defendants in two drug smuggling cases were sentenced after pleading guilty in federal court. Francisco Javier Hernandez received 12 years for importing cocaine found hidden in a tractor trailer at the Eagle Pass Port of Entry. Jose Antonio Garfias Jr. pleaded guilty to possession of over 100 kilograms of marijuana. sentencing set for October.
Texas faces a court test over a new school funding plan after lawmakers added 528 million for 1990-91. Judge Scott McCown will decide by October if the law is constitutional. Critics say the added money is insufficient in a system of 3 million students and 1,068 districts.

Washington AP reports a study by the National Center for Education Information says many veterans reenter teaching and a revolving door pattern reduces fear of a shortage. The survey of 3201 teachers notes 38 percent had a prior break, 46 percent of new hires since 1985, with 18 percent having two or more breaks. The average public school teacher age is 42, new hires 35, 92 percent white, 71 percent female. Alternative routes draw more minorities.
Edgewood School District in San Antonio will gain about six million dollars this year, funding more teachers and higher pay, computers, band instruments, and counselors. Salaries rise about eight percent as district totals top sixty two point seven million, with taxes increasing to support improvements amid a broader school finance reform.
Val Verde County adds Suzanne Stephens to the Del Rio U S Attorney office expanding federal prosecutions. Suzanne, a 1986 UT graduate, will handle victim witness coordination and secretarial duties while expressing fondness for Del Rio and plans for paralegal studies when possible.
