James Lee Leonard, a 12 year Val Verde County commissioner, voices support for the proposed tax rate as citizens protest at a public hearing. County Judge Fernandez asks Auditor Lowe to review the Fiscal Year 2003 2004 budget. Lowe notes the tax rate falls below rollback but cites debt, sales tax and value effects. The budget proposes 2 to 3 percent raises, Fernandez suggesting a $2000 cap. the four county commissioners discuss the second straight year of proposals.
Val Verde County officials held a public hearing on the FY 2003 04 budget amid proposed cuts to cultural groups. Whitehead Memorial Museum Director Lee Lincoln and Val Verde County Historical Commission Chair Willie Brandaway urged restoring funds, citing the museum’s 52 percent self support need and local history pride. The museum would drop from 48000 to 25000 in the coming year, while the historical commission request of 2000 was cut to zero.
Del Rio Housing Authority received a TDCA grant to start a Homebuyers Assistance Program in Val Verde County. About 25 families have used 10,000 loans toward down payments, repayable at 10 percent per year and expunged after 10 years if ownership continues. If homes are sold early, the state recaptures profits.
