Washington March 11 United Press Herbert Hoover will be asked to testify before the senate naval affairs committee investigating the Daniels Simms controversy. Simms urged the secretary to strip the American coast of sea going protection and shift ships to British waters. He argued the anti submarine war could be won if diversions pull subs from the critical area off France and the United Kingdom. Secretary Daniels warned against jeopardizing the main fighting fleet and cables show Simms opposed a North Sea mine barrage.
