Des Moines May 17 The governor of the 36th general assembly vetoed the Hilsinger quarantine regulation bill in a move that halts legislation seen as widening or restricting livestock disease control. He argues the measure would hinder state and federal cooperation during epidemics and could trigger nationwide quarantine actions worse for livestock interests. The veto was returned to the secretary of state with disapproval.
Rural mail carriers will receive parcel post scales maps and insurance C O tags. They must accept parcels for insurance on collection on delivery as patrons at the post office. Coupons receipts will be issued to senders when articles are received.

The state board of control reported on its semi annual inspection that state hospitals for the insane are badly crowded. Since the last inspection, 200 more patients have been admitted across four institutions. Clarinda Hospital, built for 1050 beds, currently houses 1205 patients, with beds placed in corridors to create extra space.

Governor Clarke named Senator Frank F. Jones of Villisea to the state educational board replacing Gardner Cowles who was not confirmed by the senate. Jones, born in New York in 1855, has taught school at 18, later farmed, ran a hardware store, and worked as a banker. He has long served as treasurer of the Iowa State Sunday School association.
The Hartford Times notes Brigadier General Franklin Vieree of New Hampshire fainted in battle after his horse fell on him. The incident, described as unmanly, was later used to ridicule him during Pierce’s presidential campaigns.
