The Iowa board of control advanced reform of the convict labor system by consolidating contracts and shifting to state labor or state industries. County laws stop a joint purchase, but Grant and other townships may hire the team when available. In 1913 caviar from Caspian and Volga markets reached 1,080,000 pounds. Cleveland may annex Lakewood suburb soon.
