Due to higher living costs Town will pay $200,000 more annually for state institutions than in the year just ended. A bill from the board of control seeks higher per capita maintenance in twelve of fourteen institutions to cover rising clothing and food costs. Despite an estimated 20 percent rise in living costs, the board hopes to push through a 10 percent funding increase.

Washington reports the President instructs American diplomats to tell neutrals that the United States, due to Germany renewing unrestricted submarine warfare, will follow the April 18 1916 Sussex note course. The US recalls its ambassador from Berlin and has delivered passports to Germany. The President hopes neutrals join, aids passage of Congress to protect citizens at sea, and cites the Senate address on a world league for peace.
