New Parcel Post Rules Cut Rates and Expand Parcel Size

Instructions from the postmaster general set August 15 as the start date for new parcel post rates. Aimed at undercutting express companies, the reform increases parcel size limits and lowers charges for local deliveries up to 20 pounds and shipments up to 150 miles for perishables. Taxable Values Increased Across Iowa and State Levy Dropped

Iowa's executive council fixed higher overall valuations for 1913, raising taxable value by over 30 percent to about 920 million while lowering the state levy to 2.9 mills from 3.4. Farm lands rose roughly 15 percent, railroads gained over twelve million in value, and town lots saw varied increases across counties with Franklin, Washington and Webster lowering valuations. Rule to Immunize Hogs for Iowa Fairs and Imports

A new regulation by the Animal Health commission requires that all swine shown at Iowa fairs carry a certificate of hog cholera immunization within thirty days before the fair. The rule also covers imported swine. If using the simultaneous method, it must be applied at least thirty days before exhibition or import. Hogs immunized by the simultaneous method must be isolated and kept under strict quarantine for thirty days.

Inheritance Tax Gains Show July Collections Peak

Deputy treasurer Quincy A. Willis announced July 1918 inheritance tax receipts were the highest for any July except the law’s first year, with eight year figures showing notable totals. Fiscal year 1913 topped prior years with 821,755.89. Willis noted the tax yields about a third of a mill tax.

State Fair Rates Knocked Out

The federal judges Smith McPherson and Van Valkenberg ruled the winter law fixing Des Moines state fair round trip rates at a cent and a half invalid. They granted a temporary injunction upon eight railroads filing bonds of 85000 each. The court held that private ownership features cannot be ignored by law and that government control cannot assume ownership.
