War department estimates specify 50 000 needed in Santiago province 125 000 in Havana 20 000 at Cienfuegos area 30 000 in Porto Rico 60 000 in the Philippines. Basqueiri dispatch notes L Kempner has arrived from New York and opened the first US registered letter and money order post office in Cuba.
