Brig. Gen. G. Clay Smith presided at the Cincinnati court martial for Capt. James M. Cutis of the 11th U S Infantry. Cutis was found guilty of conduct unbecoming an officer and true statements against a fellow officer. The President remitted the dismissal and ordered a reprimand with rejoin to duty. Wheat and seeds deliveries arrive for distribution as crops report due next week.
Dispatches state General Lee withdrew from near Washington after Burnside threatened Lynchburg, the Rebel supply base within 200 miles. Davis ordered a fallback to Cordonsville to shield Lynchburg, Lee protested but complied, and a pursuit by Meade’s army pressed the retreat toward Thoroughfare Gap.
