Progress report notes naval committee attempts to limit the coast and geodetic survey in the federal waters dispute. They sought to remove authorizations for coastal surveys and to block funding for survey vessels and enlisted personnel, but key provisions were retained or altered in the bill.
General De Gallifet issues a decree banning brandy and aperitifs in the French army. Only wine beer and cider may be served as beverages. The rule aims for uniform army regulations and extends from barracks to all forces nationwide.
Samuel Bayliss, president of Anzells colored coachman, moved a house to a vacant May Street lot in Ann Arbor on May 4. The night before last an attempt to destroy the Bayliss house with dynamite caused a terrific blast, shattering many windows in the vicinity. damage to the house was minor.
The National Asphalt company is formed in Trenton New Jersey with a capital of 3156 million dollars. The new trust organized at Trenton states its capital stock and corporate status as of May 4.

New York May 4 Mrs Margaret Frost jailed on a charge of poisoning her husband has kept her nerve admirably and shows little sign of distress. She has hired an attorney to defend her. The Frosts arrived in York 38 months ago and she has been the head of the household since. They joined a revival and the couple later drifted apart with her flirtations becoming more evident.
A Victorian era advert claims Hood's Sarsaparilla cleanses the blood and renews digestion kidneys and liver function. It cites a testimonial from Rev C V Arnold of Binghamton NY recounting fever, scrofula, and full recovery after using Hood's remedies and pills.
A promotional note urges readers to believe Hood's Sarsaparilla is a good spring medicine. It advises trying it now and buying a bottle from any druggist. The ad claims Hood's is Peculiar to Itself and the only kind.
United States District Judge Lochren ruled that ratification of the peace treaty with Spain made Porto Rico American territory under the U S Constitution. The habeas corpus petition by Raphael Ortiz was denied as his murder trial occurred while the island was in wartime, keeping military jurisdiction. Judge Lochren noted the issue is important and indicated a written opinion may follow.

Philadelphia May 4 The City National Bank an old and well known financial institution was today merged with the Philadelphia National Bank forming a larger bank in the city core.
James Turbett, 28, a longtime drinker, shot himself at 7:30 p.m. in Toledo after his mother’s death a week prior. He had been under watch by brothers or friends and died instantly. he was unmarried.
Unknown burglars blew open the postoffice safe at 1:15 yesterday morning in Mechanicsville. Over $200 in money and stamps were taken. Dynamite was used but did not wake the town, and no clues exist to the culprits.
A dwelling house of James Walsh three miles north of Bristow burned between 9 and 10 pm Tuesday. Walsh was away. Mrs Walsh and others slept upstairs. Eight year old Frank became separated, was trapped as flames closed in, and died despite rescue efforts. Several relatives were badly burned while saving him. the family receives community sympathy.
A. O. Hendrickson of Jamestown N Y posed as an agent for photographer F A Coyle of Cedar Rapids to sell fraudulently discounted photo certificates. He offered 25 pictures for 35 and then 8 for 2, defrauding students and others of several hundred dollars before leaving town. Police in Cedar Rapids expect his capture as the landlord and lenders seek repayment.
At a city council meeting J J Amon introduced and the body adopted a resolution to close wine rooms slot machines gambling houses and drug stores selling liquor contrary to law and all backdoor traffic. Mayor B F James issued a proclamation enforcing the law from now on. Saloons have been closed for 15 days but some say trade continued. It is hoped saloons will end unless 8 percent of voters sign petitions to reopen them.
John Wight of Oklahoma arrived in Des Moines from Omaha in a box car with visible smallpox eruptions. Dr Schuttz intercepted him on the main street and directed him to a public smallpox camp in the suburbs where about 25 others are housed. Wight had spent a week loafing in Omaha before traveling.

A boy accidentally dropped an axe onto a child's foot severing three toes. He then hitched a team to transport the injured child toward town when they encountered the mother returning home.
Rock Rapids May 4 George Klahn, who vanished a week ago and was believed drowned in the Rock River, was found at Sibley in a delirious state and claims a pursuer is chasing him to kill.
James Driscoll, an engineer on a dredge boat near Quincy, died in Garland Iowa from septicemia after a bolt thread punctured his thumb. The injury, initially minor, worsened over days leading to illness and death on Wednesday morning.
