Miller proposes income based tax refund in Virginia campaign
Attorney General Andrew Miller floated a tax relief plan at a Richmond news conference to aid low and fixed income Virginians taxed by sales on food and nonprescription drugs. The proposal ties refunds to income, excludes those earning 15,000 or more, and aims to aid the hardest hit groups amid a broader debate on sales tax reform. Miller contrasted the plan with past promises, noted its study by a blue ribbon commission, and announced Michael Miller campaign committees at 32 Virginia colleges.
