Pensions Bill Provisions And Senate Amendment Details
The measure faces business-cost concerns and possible impact on plan adoption. About 34,000 private pension plans with assets near 150 billion dollars exist. A floor amendment imposes a 75000 annual ceiling on pensions for private executives funded from tax exempt contributions. Key provisions include eligibility at age 30 with one year service, 25 percent vesting after 5 years, gradual vesting to 80 percent by year 15, age 63 draw, survivor benefits, IRS notification of vested rights, and Social Security alignment. Funding requires annual contributions to cover liabilities with deficits paid, 30 year time frame (40 for multi-employer). A portability option transfers credits to new employers or a government trust. A separate Labor Department insurance entity would guarantee plan termination benefits financed initially by a 1 per participant employer tax, with rates adjustable after three years based on experience.
