Rep. Jim Martin of North Carolina told the Charlotte Chamber of Commerce the energy crisis stems from demand outpacing production and imports, not a conspiracy by monopolists or environmentalists. Welfare Board Adopts Rules to Recoup Welfare Losses
The State Board of Welfare and Institutions approved procedures for local agencies to reclaim overpayments and to compensate underpaid clients. Overpayments may be recouped only when the agency is at fault, and only for six months prior to discovery. Clients with sole welfare income face 10 percent deductions for up to 12 months. Underpayments require agencies to pay prior six months. HEW ordered Virginia to stop overpayments after finding 10.8 million in errors over 18 months ending 1971.
