President Ford signed a 405 million dollar bill to aid over 100000 Indochina war refugees. The law allows contracts with nine private voluntary agencies to help find homes jobs and new beginnings, with more than 70 million earmarked for settlement and 65 million for related efforts.
Kissinger outlined NATO reassurances in Brussels as Ford prepares talks with European leaders. He noted Portugal's Marxist presence raises questions about its NATO role and expected Ford discussions with Portugal's prime minister and foreign minister. The visit includes Giscard d Estaing despite not attending the summit.
The Soviet news agency claimed a journalist has become the first to fly in space. Sevastyanov also serves as a commentator on a science program. Soyuz 18 launched at 9:53 p.m. Moscow time from Baikonur, with aid funds nearly exhausted. Ford forms a 17 member refugee advisory panel led by John Hunsenhower.
In Washington President Ford signed a 405 million dollar aid package for Vietnamese and Cambodian refugees. The bill funds education, jobs, health services, relocation and resettlement. Eighty foreign newsmen left Saigon including AP correspondent Peter Arnett. A U S Air Force sergeant said intelligence misled Marines about Koh Tang resistance and the value of the secured objective.
The report outlines New York area coast and mountain forecasts with partly cloudy to sunny conditions, highs in the 80s to low 90s, nights in the upper 60s to 70s, and scattered 10 to 30 percent chances of rain. Winds are light west to northwest, 5 to 10 mph.
Dayton Ohio police say 28 year old ex convict Russell Lee Smith killed two women and raped two teens before shooting himself. He wounded nine others including several members of the Dayton area Baltozer family and their children. Smith was a parolee from Mansfield Reformatory and had prior first degree manslaughter sentencing.
Heather Baltozer is listed in very critical condition while her parents and brother are fair and Miss Wencelwicz and Bailey are serious after a shooter approached their car near a theater window and opened fire. The Baltozers had come to pick up their son. the attacker fired at least six times saying he intended a massacre with no mercy.
