Brezhnev May Change Soviet Leadership Titles in Congress

The Soviet congress opened with Leonid Brezhnev avoiding direct fault lines while party figures floated renaming positions. Yegorychev proposed changing Brezhnev’s title to general secretary and restoring older terms to ease factions within the Communist Party. Other leaders like Gomulka and Ulbricht praised Brezhnev’s moderation on disputes with China and critiqued U.S. policy in Vietnam.

Indictments Unsealed in Brooklyn Draft Racketeering Case

Forty defendants were charged in federal indictments for violations of the draft law. Warrants were issued Tuesday and seven indicted individuals were not in court. Among those named but absent was Robert J. Vandinia, 22, arrested in uniform at Camp Gordon, Ga. Indicted co defendants include Solomon Gottfried, 56, Nassau County Civil Service Commission personnel technician, and Paul G. Miller, 28, New York department store credit organizer, both free on $1,500 bail.

Missing Youth Case Deepens in Miami Area

Police describe the kidnapping as a tense, secretive probe in Surfside and Miami with Sgt. Larry Wardell saying only no comment. Oakley testified the youth spoke with a Cuban-like accent and said the kidnapper must have been a nut. Parents of the 18 year old hold vigil while friends gather at a Jewish temple to pray for the victim’s safety.

Protest Incident Shuts Da Nang Off Limits to U.S. Marines

In Da Nang a stucco building housing 35 Marines drew a guard outside as a Marine spokesman said the incident is under investigation. The city, site of a major U.S. base, is off limits to servicemen except on duty. Buddhist protests followed the March 10 ouster of Lt Gen Nguyen Chanh Thi as corps area commander, triggering rallies and strikes against Ky. A four hour Hue bus and taxi drivers strike occurred separately. In Saigon, Buddhist youth groups criticized Ky with speeches about the Da Nang incident.

United States Nears 5 to 6 Billion in Viet Nam Aid

U S economic and military aid to South Viet Nam since 1954 is headed toward 5 billion this summer and may reach 6 billion by mid 1967. AID reports total aid to 30 June 1966 will surpass 3 billion with more in fiscal 1967. Arms aid estimated around 650 million next year. President Johnson’s defense budget shows 10.31 billion for Viet Nam costs. Overall aid to Saigon could top 5 billion to 6 billion by mid-1967, not counting direct support and arms shipments.
