Shoup Advocates Peace Plan Over Military Victory

Gen. Shoup told the Senate Foreign Relations Committee that a military victory in South Vietnam is impossible and outlined his own peace plan. He urged negotiations with North Vietnam, a timing for talks, and staged U S troop withdrawals, arguing a halt to offensive operations could precede talks without yielding to pressure. He said his plan, submitted last year, would show the country had exhausted attempts for a peaceful settlement even if it failed.

Unseasonably warm weather across North Carolina clashes with New England flood warnings

A warm southerly air flow produced above normal temperatures in North Carolina with highs in the 80s inland and 70s on the coast. Meanwhile a two day New England flood deluge caused about 50 million dollars in damage and power outages across the region. A cold front moved toward the Carolinas from the upper Ohio Valley, expected to reach the mountains Thursday night and slowly cross Friday, with showers mainly in the western areas by Thursday afternoon and eastern sections by Friday.
