Tar Heel Senate Appropriations Approves Record Budget
The Tar Heel Senate Appropriations Committee approved a record 4.3 billion dollar biennial state budget in Raleigh, sending the measure to the House and Senate. The plan includes a 10 percent pay raise for state employees and teachers, Medicaid cost provisions, and major funding for schools, libraries, and college programs. The bill markup rejected several amendments and raised the lieutenant governor’s salary while adding new appropriations for education, health, and infrastructure projects.

Carolinians Call For Zoo Construction Bond Election
Bills in both houses seek a 2 million zoo construction bond election with voters deciding in 1971 or 1972. Lt. Gov. Taylor backs the plan, saying the zoo would be a state asset. The NC Zoo Authority designated Purgatory Mountain near Asheboro as the site. A backup bill would let the Construction Finance Authority issue 2 million in revenue bonds without a vote. Other measures include a fisheries study commission and tax incentives for export facilities.
