Scott Bill Aims to Shield Public Officials from Defamation
Rep William L Scott of Virginia introduced a bill to curb false statements about public officials by individuals and the media. The measure would require reasonable efforts to verify truth, allow libel or slander suits with a preponderance of evidence, and hold wrongdoers liable if they knew a statement was false or failed to check its truth. Proponents urge a balance between press freedom and protection against malicious falsehoods.

Democratic Candidate Urges North Carolina Constitutional Convention
North Carolina would hold its first constitutional convention since 1873 under a proposal by Democratic gubernatorial candidate George Wood. He suggests a convention could consider veto power for successors, appointment of council of state officials, ticketed lieutenant governor races, four year legislative terms, and moving elections to years without presidential elections. Wood backs limiting the convention to proposed issues and would have 120 delegates elected from current House districts, with a 1977 vote and 1978 constitution referendum.

In Richmond AP report Julian F. Carper president of the Virginia State AFL-CIO urged legislation to bar work release prisoners from serving as strikebreakers. He cited a Courtland meatpackers strike where inmates continued work, and said the department of corrections guideline allowing decisions by prisoners during strikes risks duress and violates policy. Crime Commission members backed keeping prisoners out of labor disputes to avoid harm.
