In Richmond Governor Godwin announced that starting Jan 1 all motorcycles five horsepower and under must undergo state safety inspections every six months, due to rising motorcycle numbers. Police project 20,000 registrations by Jan 1, with 19 fatal and 819 personal injury motorcycle accidents last year and 14 fatal and 414 injuries the year before.
