Resignation over harassment filed by water department official
Ray W. Cooke, assistant superintendent of the Water and Gas Department, submitted a letter of resignation citing personal harassment by Supt. Richard Turpin. Effective July 9, Cooke leaves after 27 years with the utilities department. City Council had investigated department troubles, with officials noting problems are better handled at administrative levels. Cooke said harassment began after Turpin became superintendent in 1970, including a February reassignment and a city car denial. He plans no immediate work and expects pension impact, noting several others left the department in recent months.
