Legal Aid cites 143 Los Angeles County losses in a year, warning the law boondoggle favors speculators and endangers homeowners like Moore, who faced eviction after a 173.70 sale. Moore, a hospital clerk with six children, says she paid taxes and learned of sales only after eviction.
