Peacekeeping mission in Vietnam barely function
The International Commission of Control and Supervision in Vietnam has supervised little and achieved even less after four months. Deadlocked by Cold War lines, obstructed by Vietnamese authorities, and plagued by funding, the ICCS has produced fewer than a dozen unanimous reports and seen four members killed. Canadian officers and others voice frustration, while some argue the presence still restrains both sides. The alliance faces financial strain as U.S. aid and private contractors fund transportation and supplies.
