Five-Cent Gas Tax Hike Backed by Carter Plan Shifted

Rep. Thomas Ashley said the Carter administration will seek a five cent per gallon increase in the federal gasoline tax, raising the rate to nine cents. The proposal, backed by Transportation Secretary Brock Adams, would split proceeds equally between mass transit and state highway needs and exclude a federal energy research program. The change responds to concerns that the four-cent plan underfunded state gasoline tax revenue and road repairs, with House Rules Committee clearing the measure for action next week.

Alaskan Oil Delivery Nearer As Supertanker Is Berthed

A 120,000 ton ARCO Juneau berthed at Valdez loading terminal as Alaska crude begins filling storage tanks. Tugboats steered the ship into the harbor amid fog while Coast Guard kept watch. First oil traveled the length of the trans Alaska pipeline Thursday and loading will take about a day, with an initial 900,000 barrels bound for Cherry Point refinery near Bellingham.
