The UN General Assembly debates a nonaligned draft calling for Israeli withdrawal from occupied lands. Gromyko enters as Goldberg urges a clear choice between war and peace. The U S criticizes the draft for omitting an end to belligerency and Jerusalem annexation.
Soviet envoy Podgorny arrived in Baghdad amid Arab cheers as he and Damascus discussed Middle East tensions. Talks in Cairo and Damascus focused on Israel withdrawal from Egyptian Jordanian and Syrian land while nonaligned nations push for broader U.N. action. Western powers split with France backing nonaligned, US and Britain backing Latin American proposal. Kosygin earlier demanded Israel’s withdrawal and war damages.
In Seoul more than 15 000 students from 14 colleges protested for new parliamentary elections and clashed with riot police who used tear gas and clubs. The unrest occurred as U S Vice President Humphrey and Nationalist China VP Yen paid farewell calls to President Park Chung Hee during Park's second inaugural.
In Amman a government spokesman called Israel’s proposal to allow Arab refugees to return to occupied Jordanian West Bank territory an empty propaganda gesture. The communique noted no Soviet pledge to replace Syria’s lost military equipment in the war.

State engineers prepared to open three valves in the Laurel Hill Dam to relieve pressure and drain the lake through a 424 foot sluice tunnel. If effective, output could triple and drain about 190,090 gallons per minute. Air and artillery support limited the enemy advance while delivering U S losses and sustaining the convoy from Da Nang to Hua.
